I don't completely agree with that. For example, I'll tip the men's room attendant $1 (assuming he's there) IF the restroom is clean and well-maintained. If the place is a pigsty, which doesn't make me happy, he's SOL. And you can't get more anonymous that that.
Whether I'm paying cash in a restaurant, or using a comp that ID's me, or using a credit card, I'm tipping according to the service I receive. A pleasant waiter or waitress who is efficient, anticipates that I will need ketchup for my eggs or fries, or grated cheese for my macaroni, comes back shortly after they serve to see if everything is OK or if I need anything else, will be burdened with collecting 20% or better. Someone who doesn't do those things is looking at 15% or less. But someone who tells me their problems, disappears when I need them, brings me cold food because he or she was BS-ing with their co-workers while my food sat, or otherwise makes my dining experience unpleasant, will be polishing the shiny nickel or pennies I leave if I have change in my pocket. And if I don't have the change to send a message, they'll be on a never-ending snipe hunt for their tip.

I have to say that I've never experienced a slot attendant giving off an unhappy vibe over a $5 tip. But then again, such a person may not have congratulated me on my hit, exchanged any pleasantries, or worst of all in my book, paid off the last $100 with 5 $20's, without asking me if I wanted "all large". That person wouldn't have gotten anything at all, and I wouldn't have bothered determining what kind of vibes they were emanating.
