Now that there is no financial connection between the two properties I am sure the expense of running the monorail is monitored closely. There is a reason Steve Wynn originally called TI "Treasure Island at the Mirage". It clearly wasn't the Mirage that needed the publicity or traffic. Mr. Wynn wanted his new property to be busy from the start.
MGM-Mirage operations can evaluate current traffic going into the Mirage from TI. If it doesn't justify the expense the monorail will eventually no longer operate regardless of what happens with tunnels and bridges elsewhere. The tram is at the mercy of number crunchers who love their cost/benefit analysis more than providing conveniences.
But, it wouldn't surprise me that as part of the TI sale the continued operation of the monotail wasn't included as part of the contract. The new T.I. probably was saavy enough to not lose that vital link and simply be an island unto itself. After all, they knew enough to keep all the MGM-Mirage Players Club database information. TI still maintains your old account number and prior comp status as part of their slot club system. That's the reason I, like many of you, had $250 in FreePlay available even with no prior "new" TI play and no stay required.
