Suppose this Casino was offering TP 10-6 DDB with 0.5% cashback (based on coin out remember they.are.greedy), word gets out about this "great" game and a lot of "good" player lose a.fortune because they believe a Casino would never cheat. I mean the standard deviation is so large that it would take over 1 million hands before you are 99% confident that you were being cheated. Actually a better way of cheating would be if you were supposed to get a bonus 4K with kicker, the machine would flip an internal coin and "heads" you would get the kicker and "rails" no kicker.
