The $3.50 is on top of whatever your own institution charges for ATM withdrawals away from their bank ATM's, and I agree some banks refund all those fees monthly. The freeplay deal is also good for vacationers and others freewheelers. But to go to a low end place like the El Cortez just to get $50 in freeplay that most will play until they lose it--and probably more--anyway, is just another way of allowing the casinos to control the gamblers. It's a smart idea for the El Cortez though, it'll bring in more business and profits, and maybe they'll finally be able to put in a decent ventilation system.
