It's not quite clear in the article but can someone confirm the points earned (3 pts = $1 coin) are base points? If they're lowering gambling thresholds for upper tiers then both factors will make it much easier to get President/Chairman status.

It looks like they're looking to compete with South Point for best in town base slot club rate (0.30%) and FP video poker. Better mailers and a higher frequency of multiplier days would make Stations VP a bit juicier.
