Indian casinos do not have VLTs; they have either Class II gaming or Class III gaming.  Class III gaming is a random deal; Class II gaming is not a random deal and the game is based on the results of a bingo game -- usually you will see a very small card/device on the front of the machine that is a bingo game being played very quickly and that determines your final outcome.

VLTs may be a random deal or a non-random deal; it depends upon the jurisdiction that they are in.  Washington State is not a random deal based upon the information presented.
