But what if you don't drive? Or if you are lacking in education enough to
fill out the alternative forms? Or if you are mentally disabled so that
you do not understand the ID requirements, but you are smart enough to win a
$M on a slot machine?

I don't expect you to answer these scenario questions. They are not your
purview. I do appreciate your response to my prior question.

It is probably because an expired license is no longer a valid license and
most places that require ID require a valid license (much like TSA
requiring a valid license).
