[vpFREE] Multi strike 9/6 JB, one hand = 98.37?

I was rereading the Bob Dancer multi strike strategy article from years back, and noticed the table in it listed the payouts for playing 1,2,3 and 4 hands for each game. What shocked me is that it said for playing one hand only, a 9/6 JB multi strike game would pay 98.37, while for 2 hands it would be 99.60

Why would playing one hand be below 99.5? Is that because the assumption is that the player would still be using the modified multi strike strategy rather than the tradition one?

I just wanted to check my assumption that if you did play one hand using the traditional strategy, where the royal pays 4000, the payout would still be 99.5%
