Certainly, if that's a given casino's policy, I would expect the employees to follow it - and of course, I wouldn't know if that's the reason I'm being paid as I am, one way or the other. Usually when I'm paid, there's at least the money-carrier and a security guard of some kind, and often a supervisor as well, so I have to assume that when I get (or do not get) small bills included in my payout, that it's consistent with that casino's policy and practice.
Of course, as we all know, (1) policies often change, change back, and change again at the whim of someone who has no clue what customers would prefer, and (2) hosts are not always kept in the loop as to the latest practice and instructions to the employees.
Since some of us (well, at least I) disagree with the "tip-fishing" implication, while others prefer not to receive the small bills, I can see how a casino could come up with a policy that would go either way. I guess what we need to learn, as individuals, is when they take down the machine info, SS#, etc., and go off to get the money, we should probably tell them "all large bills, please", or "could I have change for $100 in my payout" -- and then we can reward (or punish) their responsiveness to our request. No reason why the player can't share the responsibility for determining how we're paid.
