Depends on the jurisdiction...NV is fairly liberal, but in NJ, IIRC any odds/chip/motherboard changing must be done in presence of a CCC official. Have no clue about MS/LA/IN/IL/MI/MO etc.
Tribal...probably depends on the tribe, but usually, it's whatever the tribe feels like doing.
