For the CET and MGM holiday shopping events you don't have to be staying on an offer. You can just walk in and swipe your card.

One year I scanned CNE (can not enter) at Caesars Palace because I had accepted a birthday food offer without playing. I was ultimately allowed entry by a supervisor after being told the reason. I was however no mailed from all CET LV properties for about 10 years for this occurrence before finally getting it lifted with the assistance of a host.
