Unfortunately the IRS has slowed to a crawl in the past year or three when
processing a number of routine requests. I needed to prove US residency for
tax treaty purposes, and the IRS's incredible sloth nearly sparked an
international incident with Germany. I had to beg Frau Birkenbauer for an
extra month (after six months had elapsed). She acceded, but made it clear
that this was not how she conducted her affairs.
