This is pure speculation, but from their emphasis in these letters on
how they compared to Stations and Coasts, I think they decided that
having their cash back be at the rate of 1200 points per $1 created
the perception that theirs was worse. Maybe they decided that people
would be more aware of that than that points were earned at the rate
of 2 per $1 played.
